Kelly Lake is pretty, but because it is very near a road it gets heavy use in the summer.

Westbranch Campground is nearby, however it is outside of the wilderness.
Additional Details:
Float tubes, inflatable boats, or a canoe may be packed in for use; however, motors are not permitted. Because the lake is about 1/8 of a mile from the road, inflatable boats are commonly packed in for fishing craft.
A valid California state fishing license is needed to fish within the National Forest. Licenses are sold at sporting good and other retail stores. For information on fishing times & limits a current state fishing regulation guide is generally available free at these same locations. Basic Directions
This lake can be accessed via the State of Jefferson Scenic By-Way (Indian Creek Road), north from Happy Camp. The Westbranch Campground is approximately 12 miles from Happy Camp. A road near the campground leads southwest toward the Kelly Lake Trailhead (follow the signs). The Lake is only an eighth of a mile from the trailhead.
